The Third Payment Services Directive (PSD3) is designed to modernise and tighten regulations on payment services across the EU.

It builds on previous directives (PSD1 and PSD2) to provide stricter rules on authorisation, supervision, and consumer protection for payment institutions and electronic money institutions.

PSD3 aims to streamline licensing, enhance security (including stronger customer authentication), improve fraud prevention, and tighten operational and compliance requirements, all to ensure a safer, more integrated, and competitive payments market in Europe.

The Payment Services Regulation 1 (PSR1) complements PSD3 by serving as a directly applicable EU regulation (not requiring national law transposition) that consolidates and updates operational rules formerly in PSD2.

PSR1 focuses on strong customer authentication, open banking, API access, consumer rights (such as transparency on ATM charges and account statements), and fraud liability. It ensures consistent application of payment rules across all EU member states, enabling uniform market operations and reducing regulatory fragmentation.

Rather than focusing solely on regulations, the course develops practical awareness and investigative thinking that employees can immediately apply in their daily work.
